MEDIDAS PREVENTIVAS EM RESPOSTA À ESCALADA DE CONFLITO NA UCRÂNIA NAVEGAÇÃO NO MAR NEGRO E MAR DE AZOVE.
NOTICE TO ALL REGISTERED OWNERS, REGISTERED BAREBOAT CHARTERERS, MANAGERS, REPRESENTATIVES AND MASTERS OF SHIPS FLYING THE PORTUGUESE FLAG.
PREVENTING MEASURES IN RESPONSE TO THE ESCALATING CONFLICT IN UKRAINE NAVIGATION IN THE BLACK SEA AND SEA OF AZOVE.
Devido ao ato hostil contra a Ucrânia e aos recentes incidentes com os navios mercantes nas áreas de navegação próximas do conflito, nomeadamente no Mar Negro e no Mar de Azov, a DGRM recomenda fortemente aos comandantes e operadores de navios portugueses que se encontrem nestas áreas, que se desloquem para fora destas, com a máxima brevidade possível, face às imprevisíveis consequências que possam advir da sua permanência nessas áreas.
Na eventualidade dos comandantes e operadores de navios portugueses, considerarem indispensável proceder ou permanecer naquelas áreas de navegação, deverão implementar no navio, durante a operação nessas áreas, as medidas de maior nível de proteção previstas nos respetivos planos de proteção e nos termos dos pontos seguintes.
Due to the hostile act against Ukraine, and recent incidents with the merchant fleet in the navigational areas close to the conflict, namely in the Black Sea and the Sea of Azov, the DGRM strongly recommends to Masters and operators of Portuguese flagged vessels, that remain in these areas, to abandon them as soon as possible, given the unforeseeable consequences that may arise from their presence in the area.
In the event that Masters and operators to consider essential proceeding or remain in those navigational areas, they should implement, during operation in that area, the highest level of protection measures in the respective ship security plans, according with the following paragraph:

A Administração Marítima Portuguesa, DGRM, recomenda a todos os navios de bandeira portuguesa a implementar as medidas de proteção previstas no seu PPN para nível de MARSEC/ISPS 3 conforme abaixo indicado:
The Portuguese Maritime Administration, DGRM, advises all Portuguese flagged vessels to implement protection measures foreseen in their SSP level to MARSEC/ISPS 3 raise the security for as indicated below:
- Mar Negro | Black Sea
- Estreito de Kerch | Kerch Strait
- Mar de Azov | Sea of Azov
